Nigeria Sets $300 Duty-Free Threshold For Low-Value Imports In Bid To Boost Trade

Nigeria has approved a new duty-free threshold for low-value imports, allowing goods worth up to $300 to enter the country without customs charges, in a move aimed at simplifying trade and supporting the growth of e-commerce.

The Nigeria Customs Service Board (NCSB), chaired by the finance minister and coordinating minister of the economy, Wale Edun, announced the decision following its 63rd regular meeting on 2 September. The policy, which takes effect from 8 September, covers express shipments and passenger baggage and is limited to four importations per year.

The new rule aligns Nigeria with global trade facilitation standards set by the World Trade Organisation and the World Customs Organisation. Officials say it will ensure speedier clearance of low-value consignments and reduce delays at the border, while encouraging cross-border digital trade.

Under the scheme, goods under the $300 threshold will be exempt from duties and taxes provided they are not on the country’s list of prohibited items. Eligible shipments are expected to be cleared immediately without additional documentation. Customs warned, however, that attempts to manipulate invoices or evade duties would attract penalties, including forfeiture of goods and possible arrest.

To support implementation, the service will launch multi-channel helpdesks to address inquiries and resolve complaints from traders and travellers.

Alongside the trade reforms, the board also addressed disciplinary cases within the service, following viral videos of misconduct by officers. Two officers were demoted and ordered to undergo medical re-evaluation, while two others were reinstated after a review. Customs authorities issued a stern warning against substance abuse and unethical behaviour, stressing that accountability and integrity remain core values of the service.
