The Nigerian government is set to introduce a comprehensive performance assessment system for its ministers, marking a significant step towards accountability and transparency. Commencing in January 2024, the quarterly evaluations will scrutinize the efficiency and accomplishments of the 48 ministers.
Ms. Hadiza Usman, the Special Adviser to the President on Policy Coordination, revealed the government’s strategy in a TVC television interview on Tuesday. She outlined a meticulous process that involves quarterly assessments leading to an annual scorecard, subject to thorough scrutiny during periodic retreats.
A crucial component of this accountability framework is the introduction of a performance bond. Usman explained that the ministers, along with the Permanent Secretary, would sign this bond during a cabinet retreat in early November. The bond will outline specific deliverables that each ministry aims to achieve within the 2024 budget cycle.
The presidential aide emphasized that the performance bond would be the cornerstone for tracking ministerial performance, aligning deliverables with budgetary provisions. While not specifying the deliverables for each ministry, Usman assured that they must align with the provisions in the 2024 budget.
To ensure public engagement and transparency, the government plans to deploy an application or software, allowing citizens to report on project-based deliverables. Usman mentioned the possibility of leveraging technology, similar to the EYEMARK app introduced by former President Muhammadu Buhari, for project performance tracking.
Usman detailed the extensive process of defining deliverables for each ministry, involving bilateral sessions, consultation with the Office of the Secretary to the Government of the Federation, and alignment with national development plans.
This new era of ministerial accountability reflects the government’s commitment to effective governance and responsiveness to citizens’ needs. As the performance assessments unfold, Nigeria is stepping into an era where transparency and results take center stage in the functioning of its ministries.
