Nigeria Launches “Pension Revolution 2.0” In Bid To Safeguard Retirees, boost economy

Nigeria’s National Pension Commission (PenCom) has announced a new wave of reforms dubbed Pension Revolution 2.0—Stronger Pensions, Stronger Nigeria, marking what it describes as the most significant overhaul of the pension system since the landmark 2004 Pension Reform Act.

The announcement was made by PenCom’s director general, Omolola Oloworaran, on Monday via her X account, where she described the reforms as “bold in ambition, yet evolutionary in practice,” promising a new era of dignity for retirees, wider access for workers, and resilience for the economy.

The 2004 reforms, which introduced the Contributory Pension Scheme, were widely credited with bringing stability and discipline to retirement savings in Nigeria. Two decades on, Oloworaran said, the sector stands at “another defining moment”.

Under the new programme, the commission will release updated regulations daily, covering investment, risk management, governance, compliance, service delivery and financial inclusion. Within three months, PenCom also plans to pilot health insurance for retirees and activate a Minimum Pension Guarantee aimed at ensuring dignity and a decent standard of living in retirement.

The initiative, backed by President Bola Tinubu, is designed not only to secure retirement incomes but also to channel pension assets into national development. Among its core priorities are:

Extending coverage to workers in the informal economy.

Strengthening governance through stricter board and management guidelines.

Using technology to improve service delivery.

Unlocking pension savings as a stable source of capital for long-term investment.

Oloworaran framed the reforms as both a renewal of trust in the system and a strategy to align retirement security with broader economic growth.

Two revised guidelines—on board and senior management appointments and on corporate governance—have already been released on PenCom’s website, signalling the start of what the commission calls a transformative journey for Nigeria’s pension industry.
